Recommendations for open-access dissemination

The Fundación Española para la Ciencia y la Tecnología (Spanish Foundation for Science and Technology, FECYT) has published a document titled Recomendaciones para la implementación del artículo 37 Difusión en Acceso Abierto de la Ley de Ciencia, la Tecnología y la Innovación (Recommendations for implementation of Article 37 Open-Access Dissemination of the Law on Science, Technology and Innovation).
It is a practical guide defining the main aspects of Spanish open-access policy. It sets out a series of recommendations for the proper monitoring and assessment of the law. The document also specifies the new roles that need to be taken on by the bodies involved in producing and managing the market for scientific information. It has a chapter of specific recommendations for those handling public grants for research, development and innovation, for universities and research centres, for researchers and, lastly, for bodies subscribing to scientific journals.
To draft this document, the FECYT, in collaboration with the Red de Bibliotecas Universitarias (Spanish Network of University Libraries, REBIUN), put together a working group with national experts and representatives from Spanish institutions with their own open-access strategies.
