Measuring digital development for policy-making : models, stages, characteristics and causes

Dr Ismael Peña's doctoral thesis in which he proposes analysing how and why the different focuses used to model and measure the information society have determined the significance of access to ICT and digital development. Based on this initial analysis, he develops and proposes a 360º digital working framework that can be used to develop policies, while indicating whether governments should try and promote the development of the information society and why.
